STATE LEVEL WORKSHOP AT BOMDILA ARGUES FOR PANCHAYAT BODIES INVOLVEMENT
The State Forest Research Institute held a state level Workshop at the Officer’s Club , Bomdila on “Plantation Management and Value Addition on Bamboos” on 22 nd May. The Workshop was held under the banner of National Bamboo Mission, which is a cent percent funded scheme of the Ministry of Agriculture, Govt. of India. The workshop was attended by senior officials of the Govt. of Arunachal Pradesh, members of public and district officials.
Mrs Swati Sharma, Deputy Commissioner, West Kameng, Bomdila while speaking as Chief Guest stated the necessity of associating Panchayati Raj institutions so that the benefits may trickle down to the grassroot levels. She also emphasized the necessity of integrating National Bamboo Mission activities in West Kameng District because many departments have stake in the development of this sector. She also offered her services to coordinate NBM activities in West Kameng District.
Shri Aduk Paron, DFO, Bomdila while welcoming the participants informed about the activities of the National Bamboo Mission in Bomdila Forest Division and emphasized the need for efficient implementation of the scheme for achieving objectives of the National Bamboo Mission.
Shri G. N. Sinha, Director, SFRI and State Mission Director through a powerpoint presentation highlighted the role of bamboo in sustainable development and importance of bamboo sector in creation of employment opportunities. The Mission Director informed that importance of bamboo has been reinvented by Govt. of India primarily for saving India’s valuable forests and also to meet various domestic and industrial demands of the people. He also informed about the various institutional arrangement for undertaking implementation of National Bamboo Mission activities in Arunachal Pradesh both in forests and non-forest areas. He emphasized the necessity of implementing the scheme in mission mode so that the noble objectives of the scheme may be fully met.
Dr. K. Kire, Conservator Forests, Banderdewa brought out useful suggestions for effective implementation of the NBM activities in Arunachal Pradesh. He said that people should make use of funds under the scheme for initiating suitable development of the countryside.
Shri Paldan, IPS, Superintendent of Police, Bomdila appreciated the State Forest Research Institute for choosing Bomdila for holding state level workshop under NBM. He hoped that members of public will benefit from this workshop for implementing the scheme in Mission mode.
Dr. G. Murtem, Scientist of the SFRI made a detailed presentation on bamboo diversity of Arunachal Pradesh and nursery techniques. Dr. L. R. Bhuyan spoke on bamboo cultivation and propagation while Shri R. K. Taj, Scientist discussed about the various applications of bamboo. The members and office bearers of the VFMCs took keen interest in the one day workshop and participated in the discussions.
The one day workshop was coordinated by Shri R. K. Taj, Scientist, SFRI and Ms Geeta Tayeng, JRF of SFRI. |

The inception workshop on medicinal plants project named Mainstreaming conservation and sustainable use of medicinal plant diversity in Arunachal Pradesh was held at Banquet Hall, Itanagar on 27 th February, 2009. The workshop was inaugurated by Shri Newlai Tingkhatra, Minister (Environment & Forests) and attended by a large number of officials, scientist and resource persons from state Govt., NGOs, academic institutions and media persons. The project is funded by Global Environment Facility and United Nations Development Fund and coordinated by Ministry of Environment & Forests, Govt. of India. The project aims at conservation of Globally Significant Medicinal Plants (GSMPs) and rare, endangered and threatened species of medicinal plants in Arunachal Pradesh. The project is being implemented in other two Indian states namely; Uttarakhand and Chattisgarh. The project envisages establishment of medicinal plant conservation areas and forest gene banks by adopting in-situ and ex-situ conservation models.
Arunachal Pradesh houses pristine forests which form part of the two hotspots of mega biodiversity in India. Because of demographic pressure and unscientific harvesting techniques the medicinal plants diversity in the state is under stress. This project funded by GEF will adequately address the conservation needs of medicinal plants in 7 (seven) forest divisions of the state so that this unique wealth may be used by future generations in perpetuity.
The project implementation will follow well established international norms with provision for periodic reviews and timely financial reporting. A special feature of the project is that it would attempt to integrate the legal and policy regimes of the related sectors which impact the medicinal plant conservation in the state.
Dr. B. P. Nilaratna, Joint Secretary in the Ministry of Environment & Forests and National Project Director informed the participants that the project has great promise for improving the lot of rural communities by undertaking sustainable development models for conservation of medicinal and aromatic plants in Arunachal Pradesh. Shri D. V. Negi, PCCF while welcoming the guests informed about the richness of biodiversity and Medicinal and Aromatic Plants in Arunachal Pradesh. Dr. K. S. Murali of UNDP and Dr. R. J. Rao of FRLHT intimated about the technical and procedural aspects of the project. Shri G. N. Sinha, Director (SFRI) & CEO of Arunachal Pradesh State Medicinal Plants Board through a powerpoint presentation informed the gathering about the project rationale, project background and salient features of the Annual Work Plan for 2009. Shri Sinha also stressed the necessity of looking at the project in a holistic manner so that the imperatives of the conservation may be fully addressed in the project.
The meeting was attended by a large number of officers, scientist and resource persons from Govt. of India, state Govt., BSI, ZSI, NERIST and GB Pant Institute. Mrs. Hanspriya Bhardwaj while thanking the participants spoke about the importance of the project for Arunachal Pradesh. |

BAMBOO WORKSHOP FOR SUSTAINABLE

The State Forest Research Institute, Itanagar organized
an awareness- cum-Training Workshop on bamboo at Itanagar,

the Bamboo Mission works. The workshop was inaugurated

Forests). The workshop was attended by a large number
of participants, resource persons, gaon burahs, bamboo
entrepreneurs, representative of wood based industries,
bamboo farmers and government officials etc.
G.N. Sinha, IFS, Director, SFRI welcoming the participants
stated the propose of the workshop and importance of bamboo
for over all sustainable development of the state in such
a manner so that adequate employment opportunities may
be created for local unemployed youths. Shri Sinha also
stated that bamboo is no longer a poor man's timber and
in fact it has the potential to replace wood in a large
number of its industrial, domestic and construction utilities.
Newlai Tingkhatra while giving his inaugural address emphasized
the necessity of bringing vast unproductive areas of the
state under bamboo plantation so that bamboo based industrial
growth may take place in the state. He also sought financial
assistance from government of India for this endeavour.
K.D. Singh, PCCF stated that bamboo is a renewable resource
and has the capacity to offer many
new applications hitherto un-thought of. Therefore efforts
should be made to avail benefits from bamboo sector for
speedy development of the state. Madan Jalan of APIL,
Namsai argued for reviving the closed plywood and veneer
mills using bamboo and also felt the need to liberate
bamboo from the chains of the old regulations. He further
argued that bamboo is a grass and should not be classified
as tree as per the directions of the Apex Court.
V.S. Oberoi of NMBA, New Delhi made a power point presentation
displaying various industrial and construction utility
items based on bamboo. His presentation was exhaustive
and was appreciated by all. He suggested that the state
government should constitute a dedicated bamboo development
agency and NMBA would be willing to support establishment
of various bamboo utility units as has been assured by
Kapil Sibal during his recent visit to Ziro.
Six technical sessions were held on a wide variety of
areas
relating to bamboo sector which included bamboo diversity
and its prospects, bamboo propagation techniques, bamboo
cultivation and its applications, bamboo as cash crops,
use of bamboo for structures and housing and use of bamboo
for handicraft and Industrial applications. The resource
persons included Dr. G. Murtem, L.R. Bhuyan, R.K. Taj,
Dr. S.P. Singh all scientists from SFRI, Tasso Butung,
Atul Tayeng, BDO, Ruksin, B.P. Yadav, Manager, APIL and
R.M. Talukdar, Dy. GM, NABARD.
The farmers expressed their desire to go in for large
scale bamboo
plantations in their own land freefrom procedural hurdles.
They also expressed their desire for tapping the resources
from govt. of India for various activities aimed at harnessing
the potential of bamboo for over all economic development
of the state. Participants appreciated various audio-visual
presentations on different aspects of bamboo sector.
The Minister (Environment & Forests) intimated the
audience that a dedicated bamboo development agency is
being contemplated for this state for harnessing the vast
potential of bamboo in Arunachal Pradesh. |

The State Forest Research Institute, Itanagar organised
an awareness- cum-Training
Workshop on bamboo at Pasighat Town Club on 15th November'2006.
The training workshop was organised on financial support
received from NEC, Shillong under the Bamboo Mission works.
The workshop was inaugurated by Toko Dabi, Minister, Water
Resources Department. Bosiram Siram, MLA, Osang Ering
and Marnya Ete, DC, Pasighat, C.M.Rao, CF, Pasighat were
among those present.
The workshop was attended by a large number of participants
belonging to govt. departments, entrepreneurs, members
of Wood based Industries and general public including
farmers.
G.N. Sinha, IFS, Director, SFRI while welcoming the
participants stated the propose of the workshop and
importance of bamboo for over all economic development
of the state in such a manner so that adequate employment
opportunities may be created for local unemployed youths.
Toko Dabi in his inaugural address stressed the importance
of associating farmers and entrepreneurs more vigorously
for exploiting the large potential of bamboo for the
development of the state and also hinted for close collaboration
with China. Toko Dabi also led a bamboo walk alongwith
all participants at the end of the forenoon session.
Bosiram Siram stated that local people start their life
with bamboo and end their life with bamboo. He further
stated that bamboo will be the main construction material
in 21st century.
Six

cultivation and its applications, bamboo as cash crops,

B.Jamkhodal Lhungdim and Anjal Goswami from Cane &
Bamboo Technology Center Guwahati.
C.M.Rao, CF, Marnya Ete, D.C, East Siang, Joram Dopum
D.F.O. Silviculture, and Gulab Singh, D.F.O.
Pasighat. also shared their ideas on speedy development
of bamboo sector in the state. Participants stated that
East Siang district has vast areas under customary ownership
but without much economic development. The unproductive
areas should be used for mass bamboo plantation so that
bamboo industries may be supplied raw materials on sustained
basis. In fact the planning commission and concerned
ministry of the Govt. of India are fully supportive
of promoting use of bamboo for various industrial applications.

Hon'ble M.L.A. Namsai.
The workshop was attended by a large number of participants
belonging to govt. departments, entrepreneurs, members
of Wood based Industries and common people including
farmers.

S.P. Singh all scientists from SFRI, and Shri N. Mulsom,
and Shri P. K. Singh from Cane & Bamboo Technology
Center Guwahati.
Shri Joram Dopum D.F.O. Silviculture, Shri T. Pertin,
D.F.O. Namsai and Shri R. K. Sharma, A.D.C. Namsai
also shared their ideas on speedy development of bamboo
sector in the state. The representatives from bamboo
based Industries expressed their views with regard
to a clear cut direction from the state Govt. for
their manufacturing process and sale of finished goods.
Some participants were of the view that the state
govt. should issue clear directive for de-linking
the bamboo based industries due to the fact that the
restrictions by Supreme Court and the High Power Committee
do not apply on bamboo. In fact the planning commission
and concerned ministry of the Govt. of India are fully
supportive of promoting use of bamboo for various
industrial applications.
The farmers expressed their desire to go in for large
scale bamboo plantations in their own land free from
procedural hurdles. They also expressed their desire
for tapping the recourses from Govt. of India for
various activities aimed at harnessing the potential
of bamboo for over all economic development of the
state. The workshop participants were also taken to
field visits which included bamboo based factories,
vegetative propagation units and other related sites.
